The regulatory proceedings of the State Bar are judicial in nature. Therefore, members of the State Disciplinary Board, members and designees of the Committee on Lawyer Impairment, special masters, Bar counsel, special prosecutors, investigators and staff are entitled to judicial immunity when engaged in regulatory activities.
